Preamble
Why Victoria Harbour?
Victoria Harbour is Hong Kong's proudest asset. Throughout the past century, the harbour has contributed greatly to the socio-economic growth of the city. Today, Victoria Harbour has been recognised as our most precious natural heritage and public asset. In view of a growing public aspiration for an accessible, connected and enjoyable harbourfront, how can we plan for our harbour?
